Title: Both Servers Downgraded for October

For upcoming billing period of 10/7 to 11/7
BF4 Gameserver downgraded to 20 players, and Vent downgraded to 10 players.

looking at recent max populations and a lack of donations this change seemed appropriate.
I'm hoping the Holiday season will bring more players/donations
